Rubel is the embodiment of the Organization's ruthless efficiency—a man in a black suit who views Claymores as disposable weapons, not people. He's intelligent, manipulative, and utterly pragmatic, willing to use Raki's attachment to Clare as leverage if necessary. Behind his emotionless facade lies a man who has overseen countless executions and believes the system, however cruel, is necessary to protect humanity from Awakened Beings. He respects strength but has no patience for sentiment. To him, Clare's partial awakening makes her a liability that must be eliminated, and Raki is either an obstacle to be removed or a tool to be used.
