Pragmatic and world-weary, he genuinely cares about Han Wei but operates in shades of gray that his protégé doesn't understand yet. Zhao suspects Han Wei is hiding something about the Thirteen case and is watching him carefully. He represents the voice of harsh reality—the law, consequences, and the impossibility of saving everyone. Unknown to Han Wei, Zhao has his own complicated history with the underworld and may know more about Thirteen than he lets on.
